New CEPII database on Non-Tariff Measures

The CEPII NTM-MAP (Non-Tariff Measures MAP) database contains indicators measuring the incidence of Non-Tariff Measures by using different methodologies and the UNCTAD TRAINS Database as source data.
Three indexes are proposed as proxies for NTMs occurrence: frequency index, coverage ratio and prevalence score.
Those indices are systematically computed for 71 countries (and EU28), globally and for two level of products aggregation (HS2 or HS-Section), for five different categories of NTMs ( (A) SPS; (B) TBT; (C) PSI; (D) Contingent trade-protective measures and (E) Non-automatic licensing, quotas, prohibitions and quantity-control measures). The indexes are provided in three distinct files, for the most recent year over the period 2009-2015.

 Methodology: a Short Description
The NTM-MAP Country database (2015_11) contains :
Variables that indicates the importing country.
The number of HS6 digit products under the selected aggregation.
The sector of interest, if needed (respectively HS-2 and HS-Section)
The year of data collection.
Num is the prevalence score of different NTMs and of 5 sub-categories of NTMs
Pres is the number of products with at least one NTM / one of 5 sub-categories of NTMs
Freq is the frequency index of different NTMs and of 5 sub-categories of NTMs
Cov is the coverage ratio of different NTMs and of 5 sub-categories of NTMs
The NTM-MAP HS2 and NTM-MAP HS-Section databases contain the same variables as NTM-MAP Country and an additional variable that indicates the sector of interest (HS2 variable and HS-Section variable, respectively).
