MAcMap
Market Access Map (MAcMap) is a database developed jointly by ITC (UNCTAD-WTO, Geneva) and CEPII (Paris). It provides with a disaggregated, exhaustive and bilateral measurement of applied tariff duties, taking regional agreements and trade preferences exhaustively into account. While MAcMap can be mobilised for several purposes, this presentation is specifically devoted to the database at the six-digit level of the Harmonised System, in its version MAcMap_2001. This dataset is built for analytical purposes, and is the source for protection data in the last pre-release of the GTAP6 database. The associated methodology used to compute ad valorem equivalents is described in detail, and some illustrative results are shown. The dataset is available on this website.

For forty years, trade policies have gained complexity. If quantitative restrictions have been abolished in the agricultural sector during the Uruguay Round, new instruments, like tariff quotas have been adopted and specific tariffs are numerous. These barriers do not have the same impact on trade as ad valorem tariffs. Protection has decreased on an aggregate basis, but tariff peaks still penalize imports of some commodities. Lastly, numerous regional agreements have been negotiated and preferential treatment has been unilaterally conceded, especially in favour of developing countries. This is why detailed, bilateral and disaggregated information is required to evaluate the worldwide level of protection and the impact of trade liberalization.

Basically, MAcMap is a set of files at the tariff line level that can be mobilised for several purposes, noticeably single client studies and interactive web databases for business community realised at ITC. One important derivative is a consistent database at the six-digit level of the Harmonised System, devoted to analytical purposes. This presentation specifically deals with the latter base and intends to provide a complete description of the associated methodology.
