Charlotte Emlinger and Kevin Lefebvre will present “The Price of Isolation: The Rising Cost of Imports in Russia after 2022.”
Western processors, memory cards, and amplifiers intended for use in drones and cruise missiles have found their way to Russia. This suggests that Russia has circumvented Western trade sanctions and continues to source supplies from abroad, including sensitive battlefield equipment. What is the cost of the war and working around sanctions ? This paper investigates the trade impact of export restrictions and their circumvention on Russian imports following the 2022 invasion of Ukraine, with a focus on price effects. Using detailed trade data, the authors find that the unit value of Russian imports from non-sanctioned countries increased by an average of 17% after february 2022, with the average unit value of strategic items rising by more than 50%. They further document that these effects are due to higher market power from exporters continuing to serve the russian market and higher trade costs for strategic product.
